In accordance with Section 553.79 of the Florida Statutes, the status of all building permit applications may be obtained through the City's Accela Citizen Portal.

Please read below regarding expired building permits.

Attention: Contractors, Engineers, and Surveyors,

In order to ensure proper lot grading and drainage, in addition to the spot elevations shown on the approved plot plan, at a minimum an additional 3 spot elevations shall be shown on the as-built survey along the lot line at regular intervals on each side.  

These spot elevations should enable the reviewer to determine whether there are humps or dips which may impede proper stormwater runoff.

Notice

The 8th Edition (2023) Florida Building Codes, the 7th Edition Florida Fire Prevention Code, and the 2020 National Electric Code are effective for all permits applied for on or after December 31, 2023.

About the Permits

The Building Division processes all building permits for projects located within the city limits of DeLand. If the project is located in unincorporated Volusia County, the permit will need to be obtained from the Building Department of Volusia County. If you have a question about whether your property is located in the city or county, go to the Property Appraiser's website.

It is in your best interest to secure permits for all work that is constructed on your property. Permits are necessary to satisfy insurance requirements, and to protect the health, safety, and welfare of our citizens. Any work completed without obtaining the proper permits could result in complications when selling your home such as preventing the sale of the property until the work is compliant with current city and building codes, in addition to the risk of incurring fines for completing the work without a permit.

Note: New Commercial/Residential Construction projects, including additions, are required to submit a county impact fee application along with a copy of the floor plan to the Volusia County Permit Center in order for County transportation impact fees to be calculated. Volusia County impact fees can be deferred until the completion of the project. The Certificate of Occupancy will not be issued until all fees are paid in full. A non-refundable application fee is charged on all permit applications at the time of submittal.

  • $30 for Residential Projects
  • $50 for Commercial Projects

New Construction valuation will be based on the current rate of the ICC Building Valuation Data Table or actual value, whichever is greater. Note: Please see revised Resolution 2020-02 - ICC Percentage City Ordinance (PDF) reducing the ICC Valuation from 75% to 60%.

Permits are reviewed and processed according to date received. Any deficiencies are addressed by the Plans Examiner. The applicant will be contacted to respond to any comments or clarification the plans examiner may need in order to continue processing the application for approval. Please make sure a valid email address and or phone number is on the permit application in order to expedite correspondence. The application will remain on hold until all requests from the plans examiner have been satisfied. After the permit application has received all applicable approvals, the Building Division will contact the applicant to inform the cost of the permit. Permit fees are to be paid in full at time of pick up. Cash, check, money order, Visa or Mastercard are accepted.

Requirements

Accessory Building or Structure

This permit type would be any structure not a part of the main structure. This would include fences, retaining walls, pools, screen enclosures, decks, gazebos, pergolas, arbours, shed, detached garages, carports, patios, and driveways.

Building Addition

This permit type would be any structure added onto the square footage of the main structure. This would include an attached garage, adding a room, cooler boxes, expansions, and extensions.

Building Renovation

This permit type would be any permitted work being done that is a renovation or alteration to existing space not included in the other permit types. This would include exploratory or interior demolitions, renovations involving structural, mechanical, electrical, and plumbing work being done without expanding the footprint of the building with multiple trades included on one permit.

Demolition

This permit type would be any demolition that reduces the square footage of the structure. This would include partial demolition of the structure, accessory structures, and entire buildings.

Electric

This permit type would be any work that is only electrical. This includes a service change, panel change, replacement of weather heads, and service upgrades.

Mechanical

This permit type would be any work that is only mechanical. This includes hood systems, air conditioning units, and duct work.

New Building

This permit type would be any construction for a brand new building considered a main structure on the property. This would include a new commercial building, new single family attached and detached dwellings, multifamily structures, and industrial buildings.

Certificates of Occupancy Note: 

Before a final inspection is performed for Commercial Buildings, depending on the scope of work, the following documentation shall be required.

  • A receipt from Volusia County stating that all Impact fees have been paid in full.
  • A copy of a Preliminary Commissioning Report and a letter of transmittal from the Building Owner acknowledging that he/she has received the Preliminary Commissioning Report as per section C104.2.6 of the Florida Building Code-Energy Conservation.
  • Final survey shall be submitted prior to CO for a new single-family homes and commercial buildings. (Effective 5/13/2025)
  • Any other document as required by the Chief Building Official from any other Governmental Agency depending on circumstances that may be mandatory.

Plumbing

This permit type would be any work that is only plumbing. This includes piping, adding or altering plumbing fixtures, and connection to utilities.

Reroof

This permit type would be any work that is only related to reroofing. This includes reroofing, roof-overs, sheathing, and underlayment.

Roofing Contractors and Owner/Builders Please Read

Permits are required to perform re-roofing and inspections for the re-nailing of the sheathing (if required), the underlayment, and final inspection are mandatory. A one-time pass will be allowed if inspections are missed as long as all of the inspections are verified by a licensed Florida Engineer or Architect and said affidavit approved by the Building Official.

A second pass will not be allowed for anyone who misses these State Mandated Inspections. If it should happen a second time, all of the work that was done will be required to be removed and installed in the proper order with passing inspections with no exceptions.

Sign

This permit type would be any work that is only related to signs. This includes wall signs, pole signs, vinyl changes or additions, monument signs, and all changes to existing signage that is not considered routine maintenance.

Solar

This would be any work only related to solar. This includes solar pool heater and solar water heater.
